Pixelation is what happens when an image is displayed larger than the amount of detail it actually contains — the individual pixels become visible as distinct blocks instead of blending into a smooth image.
Resolution versus display size
Every digital image has a fixed number of pixels — its resolution. How pixelated it looks depends entirely on how large you're displaying it relative to that pixel count. A 200×200px image looks perfectly fine as a small thumbnail, but stretch that same file to fill a full screen and each pixel gets blown up into a visible block. This is why an image can look totally fine in one context and pixelated in another — nothing about the file changed, only the display size relative to it.
It's not the same as being "low quality" in general
A high-resolution image can still look bad for other reasons — poor lighting, motion blur, heavy compression — and a lower-resolution image can still look clean at the right size. Pixelation specifically refers to visible individual pixels, which is a resolution problem, not necessarily a quality problem more broadly.
Why zooming in makes it worse
Zooming into a photo on your phone or in an editor doesn't add detail — it just displays the existing pixels larger. If you're zoomed in enough that you can see distinct square blocks of color, you've exceeded the image's actual resolution at that zoom level, and no amount of further zooming will reveal detail that isn't there.
